ABSTRACT
Distributed Denial of Service (DDoS) attacks are a significant threat to the availability of any
networks and systems. This will be weighty if this network or system provides electronic
governmental services. Public-access networks need to handle persistent congestion and
overload caused by high bandwidth aggregates that may occur during times of flooding-based
DDoS attacks. This paper evaluate a control theoretic model protect a server from overload by
installing rate throttles in a set of upstream routers in network that dedicated to electronic
government services with smart cards traffic.
